  1. 1 Recommendation : It is recommended that Council approve the Minutes for the June 17, and July 1, 2026 Council Meetings.
  2. 2 Recommendation : It is recommended that Council approve the Bills and Claims report for June 2026 in the amount of $1,532,675
  3. 3 Recommendation : It is recommended that the Council adopt the attached Resolution authorizing application to the Director of Industrial Relations for a Certificate of Consent to Self-Insure Workers' Compensation Liabilities.
  4. 4 Recommendation : It is recommended that the Council award the construction contract for the 2026 Crack Seal and Slurry Seal Project, project number 56171 to the lowest responsive bidder, Graham Contractors, Inc. of San Jose for $225,464 and authorize change orders up to $23,000; direct the City Attorney to prepare the contract; and authorize the City Manager to execute the contract on behalf of the Town.
  5. 5 AWARD OF CONTRACT FOR ­ ­ ­ ­THE 2026 SPRING PATCHING AND STREET OVERLAY PROJECT - PROJECT NUMBER: 56170
  6. 6 Recommendation : It is recommended Council review the Pickleball Program at Holbrook-Palmer Park and provide direction regarding any changes to the program including any changes in hours or operations of the pickleball courts, and any related changes to the tennis program and courts at Holbrook-Palmer Park. It is further recommended that the Council consider creation a project in the Capital Improvement Program for and appropriate funds for implementation of any desired physical improvements at the courts, inclusive of changes to the clay court.
  7. 7 Recommendation : It is recommended that the Council discuss the proposed policy recommendations associate with the Active Transportation Plan and provide directed feedback to finalize the recommendations for incorporation into the final draft document that will return for formal review and adoption. Specifically, staff recommends that the Council provide feedback on the three proposed policies (Frontage Improvement Requirements, Design Standards, and Daylighting) and staff recommendation for amendment to the prioritization methodology (removal of 2014 Bike and Ped points).
  8. 8 Recommendation : It is recommended that the Council receive an update on the Upper Atherton Channel Stabilization Project and approve amendments to the professional services agreements with Tetra Tech, Inc. for additional Design, Cultural Resource, Environmental and Regulatory support services that will be necessary to meet the requirements of the Permitting Agencies for the Upper Atherton Channel Stabilization Project, and approve an amendment with Capital Program Management, Inc. for additional project management support through September 2027.
