  1. 1 Recommendation : It is recommended that Council accept and file the Bills and Claims report for December 2025
  2. 2 Recommendation : It is recommended that the Council approve minutes for December 17, 2025 and January 14, 2026 meetings.
  3. 3 Recommendation : It is recommended that the Council accept work and authorize recording of a Notice of Completion for the 2025 Crack Seal & Slurry Seal Project, Project Number 56092.
  4. 4 Recommendation : Staff recommends that the City Council adopt the attached ordinance and amend Title 15 of the Atherton Municipal Code adopting by Reference the 2025 California Building Standards Code, retaining existing modifications; and ratify the fire regulations, as adopted by the Menlo Park Fire Protection District.
  5. 5 Recommendation : It is recommended that the Council receive and file the Mayor's City Council Committee Assignments and concur with the assignment to the Refuse Services Standing Committee.
  6. 6 Recommendation : It is recommended that the Council approve an amendment to extend the Building and Life Safety Services Contract with Interwest Consulting Group for a period of three (3) years with allowance for extension for up to three (3) additional years, with compensation based on a fixed (65%) percentage of building fees collected; Direct the City Attorney to prepare the amendment; and Authorize the City Manager to execute the amendment.
  7. 7 Recommendation : Staff recommends the City Council approve a professional services agreement with TJKM Transportation Consultants (TJKM) for the Town Center Area Parking and Traffic Operations Evaluation and Middlefield Road traffic analysis, in the total amount not to exceed $137,000; authorize the City Attorney to prepare the agreement; authorize the City Manager to sign the agreement; and authorize a contingency amount of $20,000 for the studies.
  8. 8 Recommendation : Staff recommends that the City Council approve a Memorandum of Understanding (MOU) between the Town of Atherton and the County of San Mateo for the administration of a Senate Bill (SB) 1383 compliant recovered organic waste product procurement program.
  9. 9 Recommendation : Staff recommends that the City Council add Chapter 17.57 "Inclusionary Housing" to the Atherton Municipal Code with the purpose of implementing the goals and programs in the certified Atherton 2023-2031 Housing Element
  10. 10 Recommendation : Staff recommends that the City Council review and consider the Environmental Programs Committee (EPC) proposed resolution requesting the establishment of a pilot program at Holbrook-Palmer Park to evaluate the use of battery-operated gardening and landscaping equipment and provide direction to staff regarding next steps.
  11. 11 Recommendation : Staff recommend that the City Council review the proposed options; provide direction regarding the preferred approach for the Holbrook-Palmer Park Jennings Pavilion Technology Upgrade Project; and provide approval for staff to enter into a services agreement with CalCoast for design, supply, and installation of select equipment.
